It is of my own creation and any resemblance to any other tutorial is purely coincidental.

Please do not copy and do not post elsewhere.
Do not translate or script.
This tutorial is written as if you have a general knowledge on how to use the program.

***What you'll need***

But, if you know your tools you can use any program of choice

Tube of choice.

It is part of a collab :)

Additional Filters Needed

~*~*~ Let's Get Started~*~*~

Start a new canvas
600px by 600px
Flood fill with white.

Open frame01
Add to your canvas
Resize down to 70%
Rotate 20degrees
Select the frame
Select → Modify → Expand by 3
Flood fill with the maroon sort of color from the frame
Deselect
Filter → Noise → Add Noise
Amount 12.5%, Gaussian, Monochromatic
Add a drop shadow

Open paper08
Resize to 600px by 600px
Add to your canvas below the frames
Use your magic wand to select inside the frame
Make sure you get the small portion around the edges as well
Select → Modify → Expand, by 4
Invert the selection and on the paper layer press delete
Open paper06
Resize to 600px by 600px
Add to your canvas just above the white background layer
Apply the layer mask here
I resized mine a bit afterwards and adjusted the position

Add the tube to the canvas
Resize and reposition to your liking
Add a drop shadow
Filter → Xero → Radiance
Do something subtle that you like that will compliment your tube

Add the tube to the canvas once more
Just above the pink frame background layer
Flip horizontally
Resize and position to your liking
Erase any that is outside the frame
Change the blend mode to luminosity
Lower the opacity to 50%

Now add which elements you'd like
I used the following from the bottom up with a drop shadow unless stated:

glittersplatter01 (no drop shadow)
glittersplatter02 (no drop shadow)
bow01
buttons
heart02
flower03
flower02
flower01
clip02
mp3player
butterfly01

bow02

Add your name

Image → Trim
Top left pixel color all boxes checked

Resize if you'd like to
