***What you'll need***
Program of Choice.
I am using Photoshop CS5
But, if you know your tools you can use any program of choice

Tube of choice.
I am using the artwork of Ismael Rac
You must purchase a license to use his tubes and can do so HERE

Scrapkit of Choice
I am using the scrapkit “Kissy Face”
It's actually two kits a mix and match collab by Designs by Sarah & Pimp'd Designz

Mask of Choice
I am using Mask141 by Weescotslass Creations
You can find this for download HERE

Additional Filters
PhotoEffex - Scanlines

~*~*~ Let's Get Started~*~*~

Start a new canvas
600px by 600px
Flood fill with white.

Open sb_pmt_kissy-face_frame 2
Add to your canvas
Resize down to 75%
Rotate 13 degrees
Add a drop shadow

Open sb_pmt_kissy-face_frame 1
Add to your canvas
Resize down by 60%
Rotate -16 degree
Add a drop shadow
Arrange on the canvas

Open sb_pmt_kissy-face_pp4
Resize to 600px by 600px
Add to your canvas below the heart frame
Use your magic wand to select inside the frame
Select → Modify → Expand, by 8
Invert the selection
On the paper layer press delete

Open pd13-pp-03
Resize to 600px by 600px
Add to your canvas just below the three frames on the right
Use your magic wand to select inside each of the three frames
Select → Modify → Expand, by 4
Invert the selection
On the paper layer press delete
Duplicate
Filter → PhotoEffex → Scanlines
All at default except the width, change to 3
Change the blend mode to soft light

Open sb_pmt_kissy-face_pp5
Resize to 600px by 600px
Add to your canvas just above the white background layer
Apply the layer mask here

Add your tube to your canvas, resize and reposition to your liking
Move just below the heart frame
Erase any of the tubes legs that may be outside the frame
Duplicate
Erase erase and of the tube that may be over the frame at the bottom
Duplicate
Filter → Blur → Gaussian Blur, 3.0px
Change the blend mode to soft light
Lower the opacity to 50%
To the bottom tube add a drop shadow

Add the close up in between the frame background papers
How you'd like to
Flip on or a couple Horizontally
Erase any that's outside the frame
Change the blend mode to luminosity
Lower the opacity to 50%

Now add which elements you'd like
I used the following from the bottom layer up with a drop shadow unless stated:

Flood fill with white.

Open WhiteLaceFrame
Add to your canvas
Add a drop shadow

Open WhiteSolid
Resize to 600px by 600px
Add to your canvas below the frame
Use your magic wand to select inside the frame
Select → Modify → Expand, by 6
Invert the selection
On the paper layer press delete
Duplicate the layer
Change the blend mode to soft light

Open BlueLace

Before merging the layers you'd like to use together change the red dots mode to soft light to get the sort of pinkish color as seen in my sample.

All at default aside from the width change to 3
Change the blend mode to soft light

Open PP9
Resize to 600px by 600px
Add to your canvas
Use your magic wand to select inside the frames of the bottom frame
Select → Modify → Expand, by 4
Invert the selection
On the paper layer press delete
Duplicate
Filter → PhotoEffex → Scanlines

Resize to 600px by 600px

~*~*~ Let's Get Started~*~*~

Start a new canvas
600px by 600px
Flood fill with white.

Open frame 1
Add to your canvas
Resize down by 80%
Add a new layer below the frame
Select the frame
Select → Modify → Expand, by 2
Flood fill with a light color from your tube
Deselect
Filter → Noise → Add Noise
20%, Gaussian, Monochromatic
Add a drop shadow

Open pp6
Resize to 600px by 600px
Add to your canvas
Use your magic wand to select inside the frame
Select → Modify → Expand, by 10
Invert the selection
On the paper layer press delete
Duplicate this layer
Filter → VanDerLee → Unplugged-X
Pattern offset
change the blend mode to soft light

Open pp2
Resize to 600px by 600px
Add to your canvas just above the white background layer
Apply the layer mask here

Add your tube to your canvas
resize and reposition to your liking
Move below the frame
Erase any of the tube that's outside the circle frame at the bottom
Duplicate
Move this layer above the circle frame
Erase any of the tube that's over the frame
Filter → Blur → Gaussian blur, 3.0 px
Change the blend mode to soft light
lower the opacity to 50%
To the bottom tube add a drop shadow

Add your tube in between the two paper layers a couple of times
Resize and position as you'd like
Erase any that's outside the frame
Change the blend mode to luminosity
Lower the opacity of them to 70%

Now add which elements you'd like
I used the following from the bottom layer up with a drop shadow unless stated:

grunge 2 (no drop shadow)
ribbon1
ruler
pen
backpack
string 2
scribble 2 (no drop shadow)
scribble 2 (no drop shadow)
grunge 1 (no drop shadow)
string 1
paper sheet
Sparkles on the right from elsewhere (no drop shadow, I used Sarah's ET kit for this)
notebook 1
button 2
scribble 2
notebooks pencil
button 2
button 2
shoes
calculator
flower 1
little flower 2
little flower 1
bow 1
Sparkles from before on the left this time (no drop shadow)

Add your name

Crop your tag to get rid of the access space that's not needed

Resize if you'd like to

Add your copy right information

If you're happy with your result save to your liking and you're done!
