This tutorial is written as if you have a general knowledge on how to use the program.

***What you'll need***
Program of Choice.
I am using Photoshop CS5
But, if you know your tools you can use any program of choice

Tube of choice.
I am using the artwork of Alicia Bel
You must purchase a license to use here tubes and can do so HERE
This tube is also part of a promotion they are having at The PSP Project
Where it's a bundle starter kit, You will get both the tube and scrapkit I'm using in this turorial along with a few other things
It free with a $5 purchase!!

Scrapkit of Choice
I am using “Dancer” by Sam's Scraps
You can find this for purchase HERE
Or again, it's free with a $5 purchase!

Mask Of Choice

Additonal Filers Needs
VanDerLee → Unplugged X → Pattern Offset

~*~*~ Let's Get Started~*~*~

Start a new canvas
600px by 600px
Flood fill with white.

Open Dancer glitter frame
Add to your canvas
Resize to 70%
I added a small stroke and bevel to the frame as well as a drop shadow

Open Paper 18
Resize to 600px by 600px
Add to your canvas below the frame
Use your magic wand to select inside the frame
Select → Modify → Expand, by 5
Invert the selection and on the paper layer press delete
Duplicate this layer

On the new one
Filter → VanDerLee → Unplugged-X → Pattern Offset
Change the blend mode to soft light

Open Paper 13
Resize to 600px by 600px
Add to your canvas below the other two paper layers
Apply the layer mask here
Change the opacity to 50%

Add your tube to your canvas
Resize and reposition to your liking
Have below the frame but above the paper layer
Erase any of the tube that's outside the frame
Change the blend mode to Luminosity
Lower the Opacity to 50%
Move between the two paper layers so it's below the one we added the pattern offset to

Add the tube to the canvas once more
Resize and reposition to your liking
Duplicate this layer
On the bottom layer add a drop shadow
On the new layer
Filer → Blur → Gaussian Blur, 3.0 px
Change the blend mode to soft light

Now add which elements you'd like
I used the following from the bottom up with a drop shadow unless stated:

music notes 1 (no drop shadow)
ribbon 3
champagne glass
flower vine
diamond ring
cassette tape (duplicated this one, erased the cassette and left the wording, adding an outer glow to it but no drop shadow on the duplicated one)
flower 2
flower 1
flower 5
fancy bottle
vintage pin
I added some sparkles of choice here and lowered the opacity down

Add your name

Image → Trim
Top left pixel color all boxes checked

Resize if you'd like to

****Most Important****
Add your copy right information

If you're happy with you're result save to your liking and you're done!
