This tutorial is written as if you have a general knowledge on how to use the program.

***What you'll need***
Program of Choice.
I am using Photoshop CS5

Tube of choice.
I am using the artwork of Zlata_M
You may purchase a license to use her work HERE

Kit of choice.
I am using a Scrapkit called, “Love is in the Air” by Mythical Designs
Which you can purchase for use HERE

Mask of Choice.
I am using FloraMask8 by Reika Rafita
Which you can find HERE
It's the 6th one down, set2

~*~*~ Let's Get Started~*~*~

Start a new canvas
600px by 600px
flood fill with white

Open Paper1
Resize to 600px by 600px
Add to your canvas
Take your preset shape tool and choose the 'Heart Card' shape
With the color set to black Draw out a good sized heart and then move it below the paper layer
Hold down the alt key and when your in your layers pallate move the pointer between the shape and paper layer until is switches to the two layers and click once.
Merge these two layers together.

Select the layer
Select → modify → contract, by 25
Select → modify → smooth, by 10
press delete.
Deslect
Add a bevel to this layer now, softening it up.
Ctrl + Click on this layer to select it again
Add a new layer and move it below the frame we've made
Select → Modify → Expand, by 5
Flood fill with color of choice
Deselect
Add noise of choice to this layer.
Merge the layers together

Resize this heart and rotate to the left, I did about 18 degrees.
Add a drop shadow of choice.

Open Paper7
Resize to 600px by 600px
Add to your canvas below your frame layer
Use your magic wand to select inside of your frame layer
Select → Modify → Expand, by 5
Invert your selection and on the new paper layer press delete.

Open Paper8
Resize to 600px by 600px
Add to your canvas and move just above the white frame
Add your mask to this paper layer.

Add your tube now, resize and position to you liking.
Make it look like she's sort of sitting on the edge of the frame
Once you're happy with that duplicate the layer.
On the bottom add a drop shadow
On the top one
Filter → blur → gaussian blur, 3.0
Change the blend mode to soft light.

Add the tube a couple of more times between the frame and the background layer
Change the blend mode to luminosity and the opacity to 20%

Open the Alphas for L, O, V, E
Add then to your tag, resizing and changing the angle to how you want them
You can use mine as a sample to follow.
Merge the 4 letters together
Add and outer glow to your letters and a drop shadow
in a pixel font add is in the air and place just below it as you'd like to.

Now we're just going to embellish the tag
Do so to your liking with drop shadow of choice
Resized and positioned where you want.
I used the following with a drop shadow unless specified.

Element23 (no drop shadow)
Element23 (no drop shadow)
Element12
Element8 (no drop shadow)
Element7 (no drop shadow)
Element20
Element10
Element15 (no drop shadow)
Element6
Element5
Element16 (no drop shadow)
Element33
Element9
Element9
Element13
Element22 (no drop shadow)
Element36

Add your name

Image → Trim
Top left pixel color, all boxes checked

Resize if you'd like to

*****Most Important*****
Add your copyright information

If you're happy with your results save to your liking and if you don't want to animate you're done!!

If you DO want to animate though let's keep going.

Now we're going to go to The layer in our pallate where the Element22 is.
Go ahead and duplicate it twice so that you have 3 of the layer.
On the two new ones, move them around to new positions on the canvas that still look good.
Go ahead and rehide the top two, just leaving the original one showing.

We're going to go to our animation window, set the delay on this animation to .1 seconds and forever.

On our first frame change the opacity of our bottom sparkles layer to 50%
Add a new animation layer and change opacity to 60%
Add a new animation layer and change opacity to 70%
Add a new animation layer and change opacity to 80%
Add a new animation layer and change opacity to 90%
Add a new animation layer and change opacity to 100%
Add a new animation layer and change opacity to 90%
Add a new animation layer and change opacity to 80%
Add a new animation layer and change opacity to 70%
Add a new animation layer and change opacity to 60%
Add a new animation layer and change opacity to 50%
On this same layer click on the eye icon next to the second sparkles layer to unide it and change the opacity to 10%
Add a new animation layer on the first sparkles layer change the opacty to 40% and on the second 20%
Add a new animation layer on the first sparkles layer change the opacty to 30% and on the second 30%
Add a new animation layer on the first sparkles layer change the opacty to 20% and on the second 40%
Add a new animation layer on the first sparkles layer change the opacty to 10% and on the second 50%
Now, hide your first sparkles layer and continue just like we did with the first layer on the second and then when you need the next layer unhide the last sparkle layer and use it and repeat the process but, instead of adding a new layer when you'd get back down to when you need to bring in the new layer, go back to the very first frame and add the third sparkle to it but, set at 10%

Press play to see your sort of fading in and out sparkle effect.

If you're happy with what you've done then save as a .gif and you're done!!!

Here is a sample of the non animated one :)
